It helps brands and retailers identify credible opportunities to engage, while guiding industry stakeholders on where to prioritise coordination to strengthen existing efforts or establish new high-impact programmes.

WHAT IS THE APPAREL AND FOOTWEAR circularity MAP?

The Apparel and Footwear Circularity Mapping highlights the leading, collaborative initiatives currently driving action across every stage of the circular fashion system. By making this landscape of activity visible, the mapping helps brands and retailers identify credible opportunities for engagement. It further supports identification of duplicative efforts and recognising where further coordination and collaborative efforts should be prioritised, whether by strengthening existing initiatives or establishing new, high-impact programmes.

CIRCULAR FASHION SYSTEM stages

  • Design – Applying circular design principles to extend product life and enable them to be reused, remade or recycled.
  • Post-Industrial – Minimising waste through efficient manufacturing and enabling textile-to-textile recycling of post-industrial textiles.
  • Retail Operations & Services – Implementing circular business models which keep products at their highest value such as via rental, re-commerce, or repair.
  • Post-Consumer Collection – Scaling collection and take-back systems for used garments.
  • End Market – Enabling donation, sorting, processing, and recycling into new materials or products.

The mapping also showcases leading Ecosystem Enablers – cross-cutting initiatives that provide alignment, investment, and systemic support across all stages of the circular fashion system.

This work is informed by extensive consultation with initiatives operating in the circular fashion space, ensuring clarity around which efforts are included and how a leading circularity initiative is defined.

A leading circularity initiative is a collaborative, action-oriented effort that plays a pivotal role in advancing circular systems in apparel and footwear. These initiatives tackle systemic challenges, engage diverse stakeholders, and deliver scalable impact across one or more stages of the system.

Inclusion criteria:

  • Collaborative – Multi-stakeholder engagement (brands, retailers, suppliers, recyclers, NGOs, policymakers, etc.), enabling shared, pre-competitive progress.
  • Systemic impact – Addresses core barriers with scalable solutions for long-term change across one or more stages.
  • Relevant to brands/retailers – Provides actionable opportunities for alignment, engagement, and implementation support.
  • Operational or in development – Active or with a clear roadmap and reputable partners.
  • Transparent & accessible – Public-facing or membership-based with available information for industry participation.

WHAT’S next?

This map is not exhaustive. It will be updated annually to reflect new and evolving initiatives, remove concluded programmes, and ensure ongoing relevance. To ensure accuracy, Global Fashion Agenda (GFA) will continue to consult with the leading initiatives operating in the circular fashion space. GFA welcomes input from stakeholders.
