Mapping of Global EPR for Textiles Update

GFA is closely monitoring the implementation of EPR schemes worldwide. Since our April 2025 update, the following key developments can be highlighted:

 

  • Major US retail, apparel and footwear associations have signed an MoU to establish a Producer Responsibility Organisation (PRO) in compliance with California’s Responsible Textile Recovery Act, the first EPR framework for textiles in the US. CalRecycle must approve the PRO by 1 March 2026, and apparel and textile producers must join by 1 July 2026.

 

  • Following the EU’s adoption of the Waste Framework Directive, Member States will have 30 months after the official publication of the Directive to establish EPR schemes for textiles. Spain and Italy are moving forward with legislation establishing EPR for the textile sector, with Italy issuing a Draft Ministerial Decree in April 2025 and Spain publishing a Draft Royal Decree in June 2025.

 

  • On 4 July, textiles were added as a priority product under Chile’s existing EPR Law. This decision mandates that importers and producers of textiles assume legal and financial responsibility for the end-of-life management of their products, a crucial step in addressing Chile’s textile waste issue, including the clothing dumps in the Atacama Desert. EPR targets for textiles are expected by 2029.
