Mapping of Global EPR for Textiles Update

GFA is closely monitoring the implementation of EPR schemes worldwide. Since our December 2025 update, the following key developments can be highlighted:

 

  • In January 2026, France’s Ministry of Ecological Transition requested that Refashion, the certified eco-organisation monitoring the prevention and end-of-life management of textiles, develop an action plan to implement penalties targeting ultra-fast fashion items by 15 March. The move aligns with broader policy developments in France, including the proposed “anti-fast fashion” bill, which seeks to introduce financial penalties through eco-modulation starting at €5 per product and increasing to €10 by 2030. The bill is still under review by the European Commission to ensure compliance with EU Internal Market rules.

 

  • Circular Textile Alliance, Landbell USA, and Textile Renewal Alliance have submitted applications to become California’s designated PRO under the state’s Responsible Textile Recovery Act, the first US law requiring EPR for textiles. CalRecycle, the agency administering the law, will review all eligible applications and select one by 1 March 2026. Once approved, all producers must join the selected PRO by 1 July 2026, and the organisation will manage the collection, transportation, repair, reuse, and recycling of textiles in the state.
